Temporary Help Agency and Recruiter Licensing Deadline Extended

As discussed in each of our June 27, 2023 briefing note and July 5, 2023 briefing note, a temporary help agency (“THA”) or recruiter operating in Ontario is required to have a licence to operate. Initially, the deadline to have a licence, or to have submitted a licence application, was January 1, 2024.

On November 10, 2023, the Ontario Government extended this deadline to July 1, 2024.   As such, effective July 1, 2024, a THA or recruiter in Ontario must have a licence, or have submitted a licence application, to operate.

Any application already submitted is not impacted by this change.  There is no requirement a temporary help agency or recruiter resubmit its application due to the extended deadline.
